About the Journal

RTLA

Rajasthan Technical Library Association (RTLA) is a well-known state-level Library and Information Professionals association. It is governed by an elected Executive Committee which acts as a policy-making body of the association. The association came into existence in June 2010 and was established under the Rajasthan Non-Trading Companies Act, 1960 (13 of 1960) vide no. 760/2010.

One of the main objectives of RTLA is to develop strong linkages among the librarians of Rajasthan through discussion, sharing and exchange of ideas and thus providing a common forum to the professionals interested or engaged in librarianship and information services by holding national conferences, seminars, workshops, training session, library development programmes and publishing Journals and newsletters.

Editorial Policy Page
Editorial Process
Submitted manuscripts are sent for plagiarism check and thereafter sent for screening to the editors for evaluation of whether the manuscript is meeting the necessary scope, quality and focus of the journal or not. Based on this they can consider or reject the manuscript for publication.
Editors-in-chief have full authority over the entire editorial contents of the journal and the timing of the publication with no interference for the publisher.
Editors maintain the confidentiality of authors and peer reviewers (names and reviewers’ comments).
The corresponding author will receive prompt acknowledgement of the submission of the articles. If not received within two weeks, please contact the Administrative Office, preferably by e-mail.
Peer Review Process
Peer review is the critical assessment of manuscripts submitted to journals by experts who are usually not part of the editorial team. The reviewer assesses the manuscript on the parameter of quality of content, originality, relevancy, and methodology. We adhere to the   Committee on Publication Ethics Ethical Guidelines for Peer Reviewers  policy.

Manuscripts that meet the minimal requirement of the editorial process are sent or assigned to three or more reviews. The peer review process is double-blind: the identity of reviews and authors is not revealed to one another.
Steps of Editorial and Peer Review Process
Newly submitted manuscripts are sent for plagiarism checks, after that if the manuscript satisfies the parameter of similarity sent to the editors for screening
the manuscript as per the scope, quality of content and focus of the journal parameters.
If the manuscript satisfies the above parameters, then sent to three reviews. Based on the feedback of the reviewers the manuscript is sent back to the author for revision, if any. After receiving the corrected manuscript from the author, that manuscript will be again sent to the reviewer.
The final decision on the manuscript is taken by the editors. Only when there is any conflict between the editors, the editor-in-chief of the journal will take the final decision.

Authorship Criteria
Authorship will be determined based on the following criteria:
1. Contribution to the conceptualization of the research topic or research design or acquisition of data or analysis or interpretation of data AND
2. Drafting of the work or revising the work critically AND
3. Accountable for all aspects of the work ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved. If the article has been submitted on behalf of a consortium, all authors’ names and affiliations should be listed at the end of the article.

All manuscripts are published in good faith that all rules and regulations have been complied with. Malpractices
It is the policy of Advanced Research Publications not to accept any kind of duplication of submission or publication of the article, plagiarism, or unclear authorship.
If, after publication, any of the malpractices is proven, the article will be retracted and the author (and the co-authors if any) will be banned from further submissions. In case of suspected plagiarism, we would contact the author. We expect a response within a given date.  If no response is received within a given time frame, then the editor will contact the author’s institution for further investigation.
In case of a request to add or remove an author at any stage, authors must provide an explanation and signed statement of agreement for the requested change from all authors listed in the article and from the author to be removed or added.
Permissions 
The author must attach a copy of permission to use any already published material with the manuscript.

Submission
You are welcome to submit your manuscript on our online submission system which has self-explanatory steps.
The registration and submission of manuscripts are open for all, from all corners of the world. We are using Online Journals System (OJS) for the submission and publication of articles in ADR. This system facilitates communication between authors, editors, and reviewers to ensure a transparent and rapid review process and allows submission of articles with tracking of progress till the proof stage.
To submit your article, you need to go to the website of the journal you would like to submit your article to. Click on submissions and register yourself if you are a new user.

Submission Preparation Checklist
As part of the submission process, authors are required to check their submission's compliance with all the following items, and submissions may be
returned to authors that do not adhere to these guidelines.
 The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
 The submission file is in Microsoft Word.
 URLs for the references have been provided, wherever possible.
 All illustrations, figures, and tables are placed within the text at the appropriate points or given in a separate file.

Cover Letter
The author should apply a one-page cover letter that:
 Concisely summarizes why your paper is a valuable addition to scientific
literature.
 Specifies the type of article you are submitting (e.g., research article, systematic review, case study etc.)
 Gives the complete details of the corresponding author (address for correspondence, contact number in case of urgent query, email id, orcid id).

Manuscript Organization
The length of a submitted paper should be commensurate with the importance,
or appropriate to the complexity, of the work. The manuscript should have a maximum of 4000 words. The manuscript must be submitted in a single column and should have the following layout or divisions:

The title, authors, and affiliations should all be included on a title page as the first
page of the manuscript file.
TitlePage
The title page should carry type of article (e.g. original article, case report); a concise title of the article, which is relevant and provides some information into content; all author names with complete affiliations and email ids; one corresponding author with complete affiliation, e-mail id, orcid id. Title page should list all authors in the following order:

 First names (or initials, if used),
 Middle names (or initials, if used), and
 Last names (surname, family name)
Each author should list/ mention an associated department, university, or organizational affiliation. If the article has been submitted on behalf of a consortium, all author names and affiliations should be listed at the end of the article.
Language
The language of the manuscript must be in English (either American or British
standard, but not a mixture of both).
Abstract
This section highlights the main points of the article, outlines the results and conclusions, and elucidates the significance of the results (Note that no references
should be cited in the abstract). It should not exceed 250 words. Please

Keywords
There should be a minimum of three and a maximum of 10 keywords.
Introduction
The Introduction section should:
 Provide background that puts the manuscript into context and allows
readers outside the field to understand the purpose and significance of the
study.
 Define the problem addressed and why it is important.
 Include a brief review of the key literature.
 Conclude with a brief statement on the overall aim of the work and a
comment about whether that aim was achieved.
Materials and Methods
This section briefly describes the procedures, methods of observation and
analysis and apparatus to enable other researchers to reproduce the study.
Result
This section should be placed separately. It must represent sufficient
experimental data to enable the experiments to be repeated. Authors must notify

the main findings of the research, providing a clear explanation of their
significance and relevance. The author should present results in logical sequence
in the text, tables, and figures, giving the main or most important findings first
with no duplicate data in graphs and tables.
Discussion
This section provides an assessment of the validity of the results and compares the results with other researchers’ research. It also states the limitations and significance of the results for further research. It should be concise.  Anaccompanying theory and calculation section would be appropriate.
Abbreviations should be defined in parentheses the first time they appear in the abstract, main text, and in figure or table captions and used consistently there after.
SI Units (International System of Units) should be used.
Equations should not be used in picture format and should be editable.
Conclusion/s
This section should contain a short conclusion text.
Acknowledgment/s
This section should contain a precise and short acknowledgment for funding and support agencies as well as scientific or technical assistance (if any). Routine departmental or institutional support should not be mentioned.
Figures and Tables
All the Figures and Tables are to be numbered and should be cited in the text at
their first description, e.g., Figure 1 and Tables 1 and 3. Figures and Tables should
be clustered at the end of the document to be submitted.
Here is an example of a figure with a figure legend:
Figure 6 The comparison of antigenic response between smokers (a) and non-
smokers (b) using GATA-3. The ELISA was repeated three times and mean ±SD
was determined.

Conflicts of Interest and Sources of Funding
Conflicts of interest include financial, institutional, personal, and other
relationships that might influence decision-making. It is mandatory for authors to
disclose all probable conflicts of interest in the manuscript. In case, there is no
conflict of interest, this should also be clearly mentioned.
Also, the author must provide a statement of all sources of funding in the
manuscript.
Conflict of interest and sources of funding should be declared before References
in the manuscript.

References
American Psychological Association (APA), 7 th Edition should be followed.
Style of Text Citation        
In text citation should be given in the following way: (Kessler, 2003) using the
first neared author’s name or (Kessler &Kurtines, 2006) citing names of two, or
(Kessler, Kurtines, &Kisangau, 2006) citing three authors, or (Kessler et al., 2006)
when there are more than three authors. At the end of the paper, a reference list
in alphabetical order should be supplied.

Ahead of Print Page
Articles published online are considered published and can be cited and quoted
using the DOI as the reference source. Advanced Research Publications does not
permit changes after an article is published without following accepted
procedures for making corrections to the scientific record.

Plagiarism Policy
We use the iThenticate software in collaboration with CrossRef to check the
similarity in submitted manuscripts. The Journal follows the guidelines of the
Committee on Publication Ethics (COPE) flowcharts in cases of reported
malpractice. It is the policy of Advanced Research Publications not to accept any
kind of duplication of submission or publication of the article, plagiarism, or
unclear authorship.
If, after publication, any of the malpractices is proven, the article will be
retracted and the author (and the co-authors if any) will be banned from further
submissions.
In case of suspected plagiarism, we would contact the author. We expect a
response within a given date.  If no response is received within a given time
frame, then the editor will contact the author’s institution for further
investigation.

The Journal is committed to ensuring ethics in publication and quality of articles
as well as freedom of expression. Editorial Board has the final say in matters
related to all aspects of publication and advertising, reprint or other commercial
revenue does not influence editorial decisions. Conformance to standards of
ethical behaviour is therefore expected of all parties involved: editors, authors,
reviewers, and the publisher. Following guidelines have been developed on the
basis of the Committee on Publication Ethics (COPE) Best Practice Guidelines for
Journal Editors (available

Editors should be responsible for everything published in their journals.
Their responsibilities include:
Fair play: Editor’s should take decisions to accept or reject a paper for
publication based only on the paper’s importance, originality, clarity, and the
study’s relevance to the scope of the journal.
Confidentiality: Editors will protect all information related to manuscript and
discuss only with corresponding author, reviewers, and the publisher, if
appropriate, to maintain confidentiality.
Conflict of interest: Editor should decline to edit a manuscript in which they
might have a personal, financial, political, or academic interest. In such cases,
they should ask another member of the editorial board to handle the manuscript.
Editorial decision: All manuscripts should undergo peer review by at least two
reviewers. All decisions must be taken based on validity, significance, reviewers’
comments, and such legal requirements as are in force regarding libel, copyright
infringement and plagiarism at the time.
Investigations: Editors should follow the procedure set out in the COPE
flowchart when complaints are raised. They should consider appeals of authors
against editorial decisions also.
Authors should follow the ethical codes of publications. Their duties include:

Originality and plagiarism: Authors must ensure that the manuscript is their
original contribution and has not previously been published elsewhere. Authors
must not use any words/figures/tables from other works without appropriate
citation and permission.
Multiple submissions: Sending manuscripts for publication to more than one
publication will be considered unethical behaviour and a breach of copyright.
Authorship: All authors mentioned in the paper must have significantly
contributed to the research. The corresponding author should ensure that all co-
authors are included in the manuscript and that all co-authors have approved
and agreed upon the final manuscript submission.
Conflict of interest: Authors must declare all sources of funds and conflicts of
interest.
Fundamental errors: Authors are obliged to notify about errors at any point
immediately if a significant error is discovered in manuscript submitted for
publication. They should cooperate with editors in the procedure of retraction or
correction.
Reviewers have an important role in publication. They should:
Confidentiality: Reviewers should treat any manuscript submitted to them as a
confidential document, keep all information obtained through peer review
confidential and not use it for personal advantage.
Assistance in improvement: Reviewers should provide objective comments and
formulate observations clearly with supporting arguments so that authors can
use them for improving the paper.
Prompt response: Reviewers should report promptly if they feel unqualified to
review the research reported in a manuscript.
Conflict of interest: Reviewers should not consider manuscripts in which they
have conflicts of interest resulting from competitive, collaborative, or other
relationships or connections with any of the authors, companies, or institutions
connected to the papers.

Acknowledgement of sources: Reviewers should provide citations of relevant
published work that has not been cited by the authors. A reviewer should also
notify the editors of any substantial similarity or overlap between the manuscript
under consideration and any other manuscript (published or unpublished) of
which they have personal knowledge.

Peer Review Process Page

manuscript for quality, originality, validity and whether appropriate method has
been followed.
We adhere to the  Committee on Publication Ethics Ethical Guidelines for Peer
Reviewers policy and ICJME recommendations for peer review.
Articles that meet minimal requirements are assigned to three or more
reviewers. The peer review process is double-blind: the identity of reviewers and
authors is not revealed to one another.
Newly submitted manuscript primarily goes through a plagiarism check. The
next step is their screening by the editors: the manuscript might get rejected if it
is found to be of insufficient quality, outside the focus and scope of the journal or
if it is considered not original.

Articles that meet minimal requirements are assigned to at least three reviewers.
A reviewer must provide his feedback on a manuscript within 15 days. The
reviewed manuscript is sent to the author for revision. The file corrected by the
author is again sent to the reviewer.
The final decision on the manuscript is taken by the editor. Only when there are
any conflict issues, the editor-in-chief of the journal is involved.
